The carbon cap we worked so hard to pass (the Greenhouse Gas Emissions Reduction Act of 2009) is in danger of being undermined because Maryland has no comprehensive energy plan. The Economic Matters committee is debating a bill that would help us avoid this potential train wreck but the opposition is pressuring legislators to delay action.
