The CLEAR Climate Solution
|
|
The cap-and-dividend CLEAR Act, introduced by Senators Maria Cantwell and Susan Collins, is simple, fair and built to last.
Simple: a 100% auction of permits to pollute, a return of most of the money raised directly to the people, with the remainder used for clean energy investments.
Fair: each American gets an equal monthly refund from auction proceeds so that those who use less energy will do better than those using more.
Built to last: people will support a policy that helps them deal with higher prices in the transition to a clean energy economy.
Did you know that:
- The cap-and-trade framework for comprehensive climate legislation is full of offsets, loopholes and subsidies for carbon polluters
- Cap and trade gives away free, for 15 years, 85% of the emissions permits, most to corporate polluters.
- The CLEAR Act/cap and dividend gives away no permits to pollute and returns most of the auction revenue to the American people.
- The CLEAR Act/cap and dividend prohibits Wall Street firms and speculators from buying or selling emissions permits.
- The CLEAR Act/cap and dividend provides no subsidies for nuclear power or oil/gas drilling.
- The CLEAR Act/cap and dividend allows no offsets and sets a steadily rising price on carbon-based fuels.
- Important Congressional and climate leaders support cap and dividend: Senators Maria Cantwell and Susan Collins, Congressman Chris Van Hollen, Bill McKibben, John Passacantando, Mike Tidwell, Peter Barnes and many others.
