Without developing large scale wind or solar, Virginia utilities can now earn their RPS bonuses more easily than ever before, which represents a defeat for Virginia consumers and further delays our progress toward real renewable energy. But we can say we were on the scene to visit legislative offices, thank our champions, and share our concerns with the opponents of a strong RPS.
